Your post had me concerned as I play the Division and expected better so ran the in game benchmark with an i7 6700 stock and a 1080FTW stock using the near max settings from Ge Force experience running at 1440p @ 144mhz, my results were more in line with my expectations...

Avg FPS 106.6
Typical FPS 107.3
Avg CPU 73%
Avg GPU 95%

I noticed on Precision X OC the clock speed was showing 1985 mhz while running this

I hope the knowledgeable guys here have helped you out and you get similar results, I posted to show results from a similar system in game, I'm off now to fiddle with this new card and benchmark it as I only just installed today and happy so far....

Looking good - thanks for sharing

Enjoy the Max - OC  hunt - I like it more than gaming, as the puzzle is endless in the pursuit of more speed

Geforce experience is your problem. It has been known to lower framerate as well as GPU utilization. Just uninstall geforce experience, restart, and then delete your game's configuration file. My Rainbow Six Siege config file was in my documents folder, in the my games folder. Look through your files in there and the delete your configuration file. Then, start your game. It should automatically create a new config file on launch. Customise with your own settings. Should work after that.

Gigabyte X99 SLI, GTX 1080 Hybrid, Corsair Vengeance 3000Mhz RAM, Intel 6800k, Corsair 750D Airflow Edition, Dell S2716DG 144Hz G-sync, Deepcool Captain 360, EVGA 850GQ.
