The 1999's queue seemed to have been completely filled and folks stopped reporting purchases. EVGA no longer handles it as a first come, first served queue but rather like an auto-notify button (similar to treatment for non 30 series use of the notification buttons).

With respect to the 3955, I believe that SKU was cancelled when the 3080 Ti XC3 Gaming was released (3953). I am on a work call, so cannot confirm at the moment, but that is my rough recollection.
Looking at my spreadsheet, the week of July 2 was the first 3953 drop (6/30/2021 6:22:36) and the last 3955 drop (signed up 6/3/2021 7:22:36). Makes sense.

I got a text from another guy that has spent many a day on these same forums who got a 3998 notify yesterday as well. Figured it must have been one of those kinda days since I also received one for a very long ago notify request as well. Good luck to those still waiting. The no response to notify bounce should still be pretty good today if you're close.

I would 100000% respond to that email stating your intent to purchase and explain what happend. EVGA's customer service has been ON POINT with regards to that and I don't think that a single person who responded in the same situation (and in a reasonable amount of time) was declined a new invite to purchase. Give it a go! And if they do send you a new link, CONGRATS! You've earned it with your wait, friend :)
