Complete luck. There is no logic or trick to it. Refresh the page and hope the servers let you in. Don't spam too much or you get hit with an accessed denied error.

Considering the amount of people that got in relatively early, they either optimized the site more for this launch or they had way less bots try this time since they realized they couldn't notify for the 3080 ti without Elite status last week. I'm leaning towards the latter. I just hope that people getting in early doesn't mean that the bottleneck for notifies doesn't start 1 minute after launch.
