I was going over What's in the box and I have a couple of questions about the EVGA PSU Tester (24-Pin).  I looked at the device and it has "Detection Tool" written on it.  Is it's only purpose to test whether or not ECO mode is on or not?  Is there no other purpose of this tester?

Thanks,
Russell

It has other uses whenever you want to power up fans, pumps, etc without turning your system on.

As an example, I use a PSU with the jumper well outside a case to power up the pump when I'm filling, flushing, and leak testing a system.

The "Detection Tool" jumps the PS_ON terminal 16 of 24-Pin ATX Connector to a ground, same as what the motherboard should do when you press the power button of your PC..When the PS_ON terminal is grounded, the PSU should be on at all times as long as it has power and the I/O switch is on..Then you could check voltages and diagnose things in addition to what's mentioned above.

It is exactly the same as the paperclip test.  EVGA just make it in a cleaner (better) way.  A marketing strategy to promote their PSU.

The plastic PSU tester, like the one that EVGA includes with their PSUs, have been around maybe 30+ years.

30+ years?  That's not true.  Unless, you came from the future.
For I know, PSU tester (or similar to paperclip test) is intended for ATX power supply ONLY.  ATX was introduced in 1995.  So these PSU tester probably came after 1995.  Not 30+ years.  Before that, the AT powersupply has a switch included in a pair of wire which is directly connected inside the PSU.

A bit of hyperbole on my part.  Ok, then 26 years it is.  The point being is that they are not new.  My memory of AT PSUs were that they were generally reliable, at least I never had a problem with one.

I don't know why EVGA calls it a PSU tester. It is nothing more than a power trigger. It doesn't test anything. You, the observer, are the tester; with any other diagnostic equipment you choose to use.

This is more of a tester:

ASRock Z77 • Intel Core i7 3770K • EVGA GTX 1080 • Samsung 850 Pro • Seasonic PRIME 600W Titanium
My EVGA Score: 1546 • Zero Associates Points • I don't shill
