EVGA SC 1080 downclocking whilst in-game

Hi, 
I bought an EVGA SC 1080 last year and I haven't had any problems up until i recently installed an I7 7700k believing it would boost my fps in a lot of games I play compared to my previous I5 2500k. Due to having such a bad CPU for gaming i looked past poor fps and just assumed my cpu was the issue, but now that I have an i7 im still seeing a very poor performance compared to my other friends. I have recently installed precision XOC to see how everything was running and i noticed that my graphics card clock was reaching its boost clock of around 1800-2000mhz when in menus but when in game it was down-clocking itself to around 1200-1300mhz. I found a post on here that was made in 2016 and i tried all the troubleshooting methods listed which were to check +12v on my BIOS which was completely stable and not even fluctuating, then to reinstall my drivers as a clean installation which I have done and also to check temp when in game. I left my game running in the menus where it was reaching its boost clock and this is when it stabled:

-Corsair 500w bronze
-EVGA SC 1080
-ASUS LGA 1151 PRIME Z270-A 
-SSD Samsung 120gb
-Windows 10 Pro

    Welcome to the forums!
     
    What games? All, or old games like WoW?
     
    If it just happens in old games that's because the graphical load isn't enough to put the GPU into a higher power state.

    Well in those specific screenshots i was playing a new game called Escape from Tarkov not sure if you've heard of it. It runs on the unity and engine and i will admit it runs generally terrible since its in closed beta but my issue is that my friend with the same CPU and RAM as me with a GTX 970 was running it better. Where i was getting 30-40fps he was getting 50-60fps. I get this issue in Witcher 3 too where im running at like 50fps in Novigrad with these specs! where yet another friend on maximum settings like me was getting 60fps with a GTX 1070 and an i5 6600k. The only thing i can put it down to is the clock speed being that low. My first thought was that it is my power supply being only 500w and a bronze. Was thinking of upgrading to a 750w gold, what do you think?

    Witcher 3 behaved itself but Rainbow six siege is doing the same thing

    I saw this setting on precision XOC called KBOOST which forces your gpu to reach its clock speed should i try that? or will i fry it? xD

    PrecisionX's KBoost will cause the GPU to always be at full clockspeed, regardless of load. It requires a restart to take effect. No, it will not fry your card. It may or may not help.

    Step 1 to clean install drivers using DDU to uninstall the old drivers in safe mode using DDU. Step 2 to rule out software that is causing the issue. Step 5 if you used Geforce Experience to "optimize" your games (often enough, GFE just causes issues after changes settings).
     
    You could also try a fresh install of Windows. You can also try setting BIOS to optimal defaults.

    It would be really helpful if you could run a standard bench like 3DMark so we can have a comparison. So, instead of guessing, lets establish what your performance is with known programs. Your power supply seems a bit anemic for your system as well as it puts out a maximum of ~450 watts on the +12v rail.

    Did enabling kboost help your performance issues? If no, check and make sure your cpu isn't overheating. Are you and your friends running the exact same resolution, nvidia control panel settings & in-game settings?

    I'm gonna go ahead and say its the game i've removed some software and reinstalled some stuff and its running fine other than Escape From Tarkov i think i'll take this issue directly to them. really do appreciate the help tho guys :)
