EVGA RTX 3080 FTW3 Under-performing

So I have noticed some underperforming of my FTW3 card and im not too sure what the issue is. I have test 3D Mark Port Royal Test and recieved a 10480 with no voltage changes or anything and a 10502 with power and temp put to the max. The average for rtx 3080 is a 11500 so im not too sure what to do. Nvidia drivers are up to date through geforce experience. Specs are listed below pls help.
 
Cpu: Intel i7 10700k
Cpu Cooler: Corsair H100i White
Motherboard: ASRock Z490m Pro4
Ram: 32GB Corsair Vengence
Gpu: EVGA RTX 3080 FTW3 
Storage: XPG 2tb M.2 SSD
Case: Corsair 280x white

    Close background software like icue, things like that, disable g-sync if its enable and try to run it again

    So I had everything closed and I got slightly higher performance with 11016 but the average is still 11591. Is this just a natural difference or is my 3080 still under performing?

    11591 is what most are able to overclock to. That is why it’s the average.

    oh ok thank you for the help, I thought the background applications would not make that much of a difference and would not effect the performance all that much
