EVGA RTX 2080 XC Ultra- Locked GPU Clock 1515MHz

Hello, my GPU clock is locked at 1515MHz no matter how I increase the clock in Precision X1. The bar below the clock speed looks like it's moving, but the number doesn't change. I am running the 416.34 drivers on purpose because I have a BenQ 144Hz monitor that's affected by the bug that Nvidia says they fixed in a later release but didn't. Everything else seems fine. I also don't seem to have a few of the options that others have in X1 (XOC for one) which is odd. 

Any help anyone might be able to offer would be appreciated.

    At idle the card isn't going to boost up to full speed unless you force it with msi afterburner.

    Thanks for your reply. I've installed this driver with no change- I'm not the only one- many people with my same monitor did not get the fix in 417.58 like they were expecting.
     
    Regarding the boost, I understand, but is the number shown on Precision X1 the current clock speed or does it show the max? From what I'm seeing on every Youtube video and/or guide/manual when people change the boost for the clock, the clock speed reacts accordingly. Mine does nothing.

    It's showing the current speed. 1515 is the base clock of the rtx 2080. You won't see the boost clock until you load something stressful.
