EVGA GeForce GTX 1660 Ti XC BLACK GAMING - Can't get fan speed below 33%

Just got a new EVGA GeForce GTX 1660 Ti XC BLACK GAMING card (AKA "The Chonk"), but I can not seem to get it below 33% fan speed.  I read that some cards have a bios switch, but this one does not.  Also have read up that I might have to flash the bios on the card to bypass it?  Would rather not do that if I can help it.

In short - is this normal for this card?  Is there a simple way to lower minimum fan speed that I am missing?

    You can Email EVGA Customer Service and ask them if they have a 0dB Fan BIOS available for your card.
     
    It's noisey at 33%, or what?

    Not some much a problem via noise, just thought it was strange.  It is actually quite quiet!  I just tend to try to keep the fans either off or running low when not on load to possibly extend the life of the fans.

    After typing up my original post I got to thinking...
    I actually got this card through the step up program, the original card that I bought was the GTX 1660 Ti SC ULTRA GAMING.  I wanted to swap it out since it was an older version of the 1660 Ti series (No HDB Fans, loud, etc.).  Its was ALSO having a weird issue where it could not keep a steady fan speed below 35%...
    Talked with EVGA and they said it was designed this way and there was nothing that could be done.  I'm going to take a guess and say that on this new one it has the same issue, but they made it so you can not go below that threshold.

    A simple fix for a strange issue I guess.
