EVGA 500W and fan problems

Hi,
I have an EVGA 500W power supply and it appears the fan inside the power supply case is not turning.
 
Is this normal? Does it perhaps only turn on under load, or does it need to be replaced?
 
The power supply is brand new, replacing a dead 400W power supply that was in there previously.
 
The system is now sporadically turning itself off, generally under heavy load, such as playing a game.  The system is only an i3 with one hard disk and a Radeon R7 200 series.
 
It appears the system shuts itself off, requiring a reset of the power switch in the back of the power supply, in order to boot it again.
 
The system apparently shuts off and the power supply fan never turns on.

    Not normal. The 500w psu doesn't have eco mode so the fan should be spinning at all times. Time to rma.
