Could be a poor connection or faulty power button / wires
With voltmeter, remove wires from motherboard for start button. (Removing & reinstalling the wires can remove any built-up oxides on the connection.
Connect voltmeter in continuity mode. (to the wire leads that would attach to MB) When you push start button you should have little or no resistance; but, you have a complete circuit. The start button is a normally open switch, you temporarily close this switch, by pushing it, this in turn grounds the start circuit.
If you do not have a voltmeter and you can reach the start button, just make momentary contact across the poles where wires attach.
You may also be able to switch the reset button with the start button, if it is the momentary type - or just cycle it ON then OFF if it is not momentary contact.
