I don't know the intricacies of it all but I selected the elite member free shipping option to Canada and ignored the other shipping option I had; hopefully that wasn't a mistake.
(w/ the elite member free shipping, $20 instant off and enewt's assoc code, it made sense to cancel my order for a 3060 that I made at my local computer store; hopefully the ~US$140 or so savings justifies foregoing the 3060).

Got my 3050 Black gaming notification today.  Was about to order it and noticed there were two shipping options to Canada for me; Elite Member Shipping which is $0.00 or UPS Worldwide Expedited for $32.65.  Then I remembered that UPS Worldwide Saver was the one that didnt have the exorbidant UPS brokerage fee of over $100.  Has anyone who has recently ordered a card in Canada have these as their only two shipping options?

Did you sign up after Feb/9/2022 8:17:10 PM PDT? If so, I would like to know the date and time you signed up. If it's before, no big deal.

Thanks to your assosiates code it was still cheaper ( and better quality imo ) than the cheapest rtx 3070 on Newegg that had free shipping ( gigabyte rtx 3070 ). I'm just a little upset that some elite members where offered a free shipping option and I was not even though I am also an elite member

I totally understand. I think the way they rolled out (or even the intermittent roll out) of free shipping left a LOT to be desired.

My 980ti is def in need of replacement, but I am super on the fence on this after having waited so long and with an all-in price (free shipping, w/ 3% affiliate discount) of $962... for a card that's a few months away from being a generation old. May make more sense to wait on 3060 ti availability < $500 and then upgrade to a 40xx end of year / early next. Decisions...

Thanks for reporting!  I have a few thoughts about this.
 
Looks like 3897 is finishing its queue, which opens the possibility of it being available outside queue!
 
It's also the second SKU to complete an entire year of signups!  The first was 3987 (3090 FTW3 Ultra).  Only 3090s and 3080s in the Ultra, Gaming and Black categories are capable of such a feat.
 
Also, EVGA score will not affect your position in a queue 2.0 SKU, since queue 2.0 is truly sequential.  If you have a queue 3.0 SKU, then EVGA score will matter.  Queue 3.0 means anything released in 2022.  Meaning the 3080 12GB, 3050 and 3090 Ti.

Yes was 3080 ftw ultra 10gb i put the full model number in reply system keeps removing it i think maybe cause it highlights blue like a link 10G-P5-3897-KR
