Is anyone else having problems with latest driver and software v4.66 (ui 2.0.4) after upgrade to windows 10 1903?
I have lost the use of the quick EQ (advanced EQ works) and none of the new effects now work.
I would like to add that this seemed to happen after the latest cumulative update (5/29/19).

We have tested in-house with 1903, and did not run into any issues.

What have you tried so far to troubleshoot?  It's not uncommon that a lot of driver updates are necessary after one of these cumulative updates.  I swear, on my old X99 system, I would have to reinstall everything, from motherboard drivers to a lot of other software to stop getting odd crashes or BSODs after one of these updates.  Haven't had as much issues more recently.

I am a Windows Insider. I have test released well ahead of the current update. I have had no issues with the NU sound card at all. You would think that beta software would be problematic. Surprisingly, not at all.

Intel Core i9-10980XE, Asus Strix X299-E Gaming II, 128GB  Kingston HyperX DDR4-2400, EVGA GeForce RTX 2080 XC HYBRID GAMING 08G-P4-2184-KR, Asus ROG Swift PG278Q, Corsair HX850i, Corsair H110i AIO, all wrapped in a Corsair Obsidian 600 case.

These days, Beta tends to be a lot better for many things.  Maybe you should ask MS to test their Alpha versions of the OS.

I have done a complete re-install of windows 10 1903. Why would the main EQ work and not the basic EQ?

Well, the Advanced, or 10-band, EQ is tied in to the hardware on the card.  The Quick EQ is part of the Nahimic features, which are software-based DSP.  That would be consistent with what you said about the new features not working.

I'll have our team look into this.

I have solved it. I ran the Windows audio troubleshooter believe it or not. It reset my default driver settings or so it says. Anyway the quick EQ is now working and so are all the effects.
    Thanks for your help.

Well done.  That's worked for me in the past a few times.  Nice and simpler solution than I was expecting.

Windows troubleshooters are better than they ever were and always improving. Often they just work. They also offer more details of what they have fixed so you can see just what was wrong. Sometimes it's just a reset of a setting, as you discovered.
