Continuous Stuttering

As of early this morning, I have begun having continuous stuttering on my PC. It lasts for a fraction of a second, it is both audible and visual in nature, like the computer is just freezing for a fraction of time. The screen freezes, the audio pops, and even the lights on my hydro copper are dimming during that time. This happens roughly ever couple of seconds and does it all the time if the PC is under any load, watching a video is enough to show the issues.  I have also noticed a continuous electrical whine sound coming through my headset that I do not remember coming through until today. I have been looking at power consumption thinking maybe I was over for some reason but everything seems to be in tolerance, I have had the system together for almost a year and a half and never had this issue. I backed off my over clock and put everything to stock, both on the CPU and GPU but it made no difference. I see no hardware reason (other than a failure) that this should be happening. 
 
I did install a new driver today, long story short, Comcast was Comcast and accidentally disabled my internet services. After some troubleshooting on their end, they could not get it resolved until tomorrow. This lead me to do down the rabbit hole of tethering. I was having trouble getting it to work until installed the Microsoft Remote NDIS Compatible Device and Remote NDIS based Internet Sharing Device drivers. This got the tethering going but I also think this is when the issue began, I am not 100% sure. I did uninstall the drivers and that did not do anything to help. I did a reset too and that did not help either.
 
Looking for any advice on what I could try as I am out of ideas at this point.

    It is the newest piece of hardware that I have. It was swapped about 8 months ago. It's a EVGA 750 watt power supply.

    I wouldf say if everything was working until you started installing things and forcing programs to work and then it develops a problem, thats most likely the problem. You may be able to roll windows back to a earlier version without all the crap. Did you go to device manager and maybe disable the extra crap you installed? Check event viewer for any hints of whats errored out?

    I am not 100% sure that us when it started happening. It started happening that day and I had not put any load on the PC until after I had installed those drivers. They could have caused it but I really don't know.

    I did go back and completely uninstall the drivers I installed, that did not do anything. I have not checked event viewer, that is a good idea and will do that later today. I have checked all my hardware monitors and there seems to be nothing wrong according to them. They're registering a frame drop when the issues happen but no load increase or anything.

    I did a MB BIOS update last night and that helped but didn't solve the issue. Issue is less frequent and less noticeable but it is still there.

    Are you plugged directly into the wall or through a UPS? If relatively little has changed on your end, then it could be that you're getting power fluctuations on your incoming line which would become more apparent when your system is under load. Routing your system through a quality UPS with signal conditioning (something that advertises sine-wave conditioning, usually) should eliminate that factor from play. And you should really have one anyways to protect your computer from brownout damage.

    I do have a surge protector. It's made by GE. I don't know the exact specs but it cost me a decent amount of money, so it's not some cheap one on the bargain rack. I have used it for roughly 2 years, so it is not new but neither is it old.

    I will try plugging into the wall directly to see if that helps, maybe the surge protector has gone bad.

    I was talking more about an actual conditioner/battery back-up like this. A surge protector will prevent a major line overload from reaching connected devices, but that's about it. A decent UPS will perform surge protection, give you some battery back-up time in case of a full blackout, and filter the incoming power in case your utility company is delivering unstable voltage.

    You might think about an UPS since it provides surge protection, line conditioning, and backup power to your system and is a very worthwhile addition.
     
    Have you checked your running processes to see if the MS NDIS drivers are not somewhere else and loading or trying to load?  As with most MS updates lately, the question is always "What did they break this time?"

    stuttering can happen if you allow Windows 10 updates through you PC - to be shared
     
    though the dimming lights sounds like power issue ... I'd move the PC to another outlet & breaker as a test
