CPU high temps and EDC CPU

I am very new to pc building. I have just built my first pc today and I have already encountered a problem. The temperatures are [45-55 MSI Afterburner] [50-66 AMD Ryzen Master] And the CPU cooler is going up and down constantly, It spins faster for like 2 seconds then it comes back down, then again 2 seconds and down. Idk whats the problem. I just downloaded the ryzen master software and I saw this. Can anyone tell me what does it mean/is it bad and how to fix it, Thanks  

EDIT: all temps are idle btw, I have chrome opened with like 10 tabs.

    1. Reseat the CPU cooler.

    The airflow is very good, THe temperature is literally the same when I play fortnite on ultra settings and when its Idle..

    Which header on the MB did you place the CPU heat sink's Fan ?
     
    What BIOS settings is that header set to ?
     
    Chrome & 10 tabs --> is hardware acceleration turned Off ?

    Task Manager --> What is running ?
     
    Scan for Malware
     
    Specs of your PC, include the OS with details of Version & OS build

    I placed it on the CPU FAN header. 
    Normal 
    Idk, I can't check. 
    Basic programs like CAM software, X1 Precision, AMD Ryzen Master, Chrome addons, TridentZ Lighting control, Steam and Nvidia container

    Just full-scanned my pc, I just built it yesterday and I didn't visit any dodgy sites, didn't download anything from third party sites.

    My PC Literally runs at the same temp when I'm playing fortnite all epic settings and when its idle..
     
     
     
     
    EDIT: I'm playing rainbow six siege while watching a yt video and cpu temps roam around 55-60 max.

    Found a fix, its some kind of problem with AMD, Many people have this problem, It has something to do with the windows power plan. I set it on Power Saving plan and now it's all right.
