So just an update. I found out how the PCIe lanes are run on this board and which ones are controlled from the CPU directly and which are controlled by the PCH. So I was able to get a compact NVME to PCIe adapter that squeezes into the slot in front of my Titan X by a 1mm haha. But now it split the x16 from Titan X and made the Titan X x8 and NVME x4. Perfect outcome. So if anyone is curious in the future for x99. Most motherboards first 2-3 PCIe slots on an ATX sized board is controlled directly by the CPU and thus the best for GPU and such. The rest are controlled through the PCH so that it can re-route and split lanes to different devices such as NVME and other controller cards you may add in the lower half of the slots.
