Hello. There appears to be a piece of metal in a usb 3.1 port. It prevents me from using that port. How do I fix it?

Pictures??? It's probably a metal "spring" on the IO shield. These help to hold the board in place and prevent ESD. When you inserted the board it probably bent it the wrong way. If that's what it is, you need to remove the board ensure the spring looks normal and then re-install the board.

In 1 out of 10 builds I too find that tab bent out of position.
you should take the time to get it right and back in position

BY grounding the shield to the case with the tab you get better protection from static electricity when plugging in cables and and stray radio waves from the other sockets on the shield.

My cat sleeps by the computer and I learned not to pet the cat while plugging in cable to the computer

You need to back out your motherboard about a centimeter, use a flathead screwdriver to push the metal tab up above the USB port, then slide the motherboard forward again.

Kind of like installing an M.2 slot, it's easiest to do at an angle, then lay it down and secure your board to the stand offs.  A flat head makes this installation easy.
