All USB ports stopped working... no keyboard... no ps2 port

 So on 3-26-18 I installed windows 10 pro. it worked fine all day.  On 3-27-18 I tried to log in and had a keyboard error / no keyboard message. And two keyboards that won't work. I reset the CMOS and now I get floppy fail (40).  It does have a PS/2 Keyboard Port.  I read the above messages and don't understand how an OS can affect a BIO device. Can an OS change settings in the BIOS? And do you think the PS/2 Keyboard Port may still function?  I will have to find an old keyboard to try it.

Can an OS change settings in the BIOS? And do you think the PS/2 Keyboard Port may still function? 

Only if a program has direct access to bios settings. Most likely.

Update.
  I was reading some other post about booting into the bios yesterday.  When I ran across one where the person said that they had forgotten to hook up their sata cables,  then the motherboard booted straight into the bios. so I went home and started removing cables. it took a combination of disconnecting all sata cables and hitting the reset on the board. Once I restarted and the bios passed the sata drives, The keyboard lit up and started functioning.  I was able to go into the bios and remove the floppy error. Then boot into windows.  Hope this may help someone like it worked for me.

Man, I have almost the exact same issue after a power supply failure. My USB ports have power, but will not recognize any peripherals. I reinstalled chipset drivers and they suddenly worked, but after a few days, they're down again and i'm having to resort to using a PS/2 keyboard (so glad I had one of those lying around). 
 
I'm running on the original E759 classified, so this beast is OLD!! I'm hoping to try a few more things tonight to get it to work. I'd really hate to have to get rid of such a good MB simply because of USB ports. LAME.
