8086k issues.

I'm running a classified k z370
i7 8086k
16gb gskill 2666 ram
evga 2080 rtx xc
2x samsung 970 evos
1x samsung 850 evo sata
 
I have tried looking at guides etc. I set my avx offset to 0, cpu voltage manual @ 1.2 volts, set ring ratio to auto, core frequency to manual x41 or any number at it literally does nothing.
I see no jump in frequency. Updated bios. Same thing. I'm wondering if I'm just an idiot overlooking something or my cpu is just stupid? My i5-4690k was overclocked to 4.8ghz for the longest time on my z97 and I delidded it. So I'm familiar with overclocking. I've overclocked quite a few cpus. Probably every system I've ever had. From athlon's to durons to pentium 2's to anything in between.
My clock frequency is stuck at 4.0ghz and will not move. Even with everything set to auto it will not boost past 4.0ghz. I am genuinely confused as to why it will just sit there at 4.0 ghz and do nothing. I delidded this cpu as soon as I got it so no warranty there. So do I have a 400 dollar ornamental piece of silicon or am I doing something wrong?

    If it gets past POST it should be fine. Are you sure EIST isn't disabled in the bios? 4.0GHz is the base frequency for the  8086k so it sounds like turbo mode isnt enabled and the processor is very unlikely to be the cause.
     
    Make sure anything to do with turbo mode, speed-step, or any of that are enabled and not just on "auto". Check and make sure you have the newest version of BIOS too, its possible that there were problems with auto settings..

    Previously I ran turbo settings off on my 4690k and c states disabled and oc'd it manually that way. This won't let me do that. Even with turbo on etc it won't turbo. It just sits as base frequency.

    With the same motherboard (Z370 Classified K) and an i7-8086K, I have had no issues setting the CPU as high as 5.4 GHz (though 5.2 is the highest with longterm stability for my chip). What version of the Z370 BIOS are you running? Even if it is fully updated I recommend a reflash as that may resolve any aspect of this that is BIOS or settings related. With the settings set completely to default (even voltage set to AUTO) you should be able to set a manual All Core to 50x and see 5.0 in Windows. Please try that and get back to us.

    Okay so if you think its not the BIOS it must be something in windows. Have you installed EVGAs overclocking software? It uses Intel integrated clock controller proxy service and that can get wonky if you have XTU installed, even after you uninstall it. EVGAs OC software doesnt remove itself properly, in my experience and will continue to conflict with XTU after uninstall- in this case go to the services and fully disable ICCProxy. XTU uses XTUservice to adjust clocks and they dont play nice together.
     
    Also make sure any power saving options are set how you want them in windows.

    Sappyman12 can you post a screenshot of the main OC window in bios?
     
    And to confirm, you set the setting, reboot and go into the bios and the speed is just the same prior?

    In your last picture EIST and turbo are not enabled. That's 100% the cause of your issue. There are basically 2 options: the functions are disabled (under the advanced tab), or the BIOS is bugged.
     
    Have checked the BIOS version you have or tried to update it? If you're having USB issues also.. that's just more evidence that the motherboard isn't right.
     
    Can you show the CPU settings in the advanced tab? and if that looks normal, you should re-flash your BIOS.

    Also check your windows power settings and select maximum performance.
     
    Settings > Power & sleep > Related settings > Additional  power settings > Show additional plans > High Performance

    I don't get it..... I don't want speed step enabled or c states. I want it to run the frequency I tell it to 100% of the time. I've never used speedstep. Ever. I've always had speed step off and got my targeted overclock. So you're saying I have to have speed step and turbo on to overclock? That makes no sense. I'm confused. Can someone explain why speedstep and turbo needs to be on and I can't just override the clock multiplier myself?

    He’s not saying to enable speed step from what I can gather, though it may be needed. You need to have EIST and turbo on in order for an overclock to happen. This is nothing new... it has been that way since Sandybridge and possibly earlier than that as well.

    Enable those two, and your frequency should go up. Set the power mode in Windows to performance, and the speeds won’t drop.

    I oc'd haswell refresh devils canyon with both disabled..... EIST is speed step. It just makes no sense that it worked 4 generations ago and now does not. Ohh well. I'll try it and see what happens.

    EIST isnt for overclocking, thats right. However, you do need Turbo in order to access the multipliers above the base multiplier, x40 in the case of the 8086k.
     
    EVGAs BIOS is weird and it requires you to enable EIST to have access to Turbo. If you disable EIST the option for turbo will vanish. This is poor implementation of these options in my opinion, but its how it is.
     
    If you want it to run steady at your overclock, you can use windows power management.

    Seems to be working now with eist enabled and turbo. That's just oddddd.
