Trying it with rebar disabled... although it's worth mentioning that the UPS isn't going to "throttle" the power delivery unless it's way out of spec (above 124V or below 86V) and reflect those power limit changes within PX1... the card is doing this on it's own. It does this with or without the UPS.

The game runs at 40-70 FPS but bottoms out each time the graph on the top goes from 100% power to 30% 10 times a second.... temps are about 70C and what's even weirder it causes my lamp to flicker as well (on the same power strip / UPS)
 
What is causing this? I dont have any issues in forza 5 / doom eternal or anything else...... MSFS 2020 is a hog. even in safe mode and clean install it does the same thing. no 3rd party mods or anything installed. on the latest NV drivers.

Do you have another PC power supply to try?

Power supply is brand new. just had it replaced. updating the VBIOS has definitely helped. although it hasn't completely removed the issue, it's a lot better. My other PC which is an Alienware R12 with a 11900K and 3090 does not have this issue at all.... same driver versions etc..... so it's something with the VBIOS it seems with the way it's throttling the card up and down. what is the max temp? I do see some spikes in the temp limit but it rarely gets above 72C.....

Once again, if you HAVE A FLICKERING LAMP ON THE SAME CIRCUIT AS YOUR PC WHILE UNDER A LOAD, you have a power issue. Try your PC on a completely different circuit.  Is your other PC on a different circuit? You'd be surprised how outlets can fail with a high resistance connection. Especially if they used the push in friction terminals instead of the screw terminals. Also aluminum wiring with copper pigtails can be an issue.

Have you not read the thread? I have tried that and the issue persists. This is a new issue, not something that has always been there... nothing in my house has changed wiring wise and it's all copper. It's clearly a GPU / VBIOS issue, not a power issue. I have zero problems and ZERO lights flickering with ALL other games except MSFS 2020. Explain that. Forza Horizons 5, Doom eternal, COD, BlackOps, Cyberpunk 2077, Hitman 3, Tomb Raider etc ALL work fine with no flickering. but yea somehow the one game that does it is somehow able to expose some difference in wiring in my house that has not changed yet it does not happen on my other PC with similar specs in the SAME HOUSE. Yea totally a wiring / power issue.

Yes of course I read the thread. So amazingly, the flickering lamp under a heavy load is no longer an issue? You moved the entire PC to another room? Are you sure it is a different circuit?  I can't explain why your explanation of your issue leads to confusion. As an aside, I frequently pull a touch over 450 watts running MSFS 2020... on the menu screen.
Since you're convinced we're all wrong,  RMA the GPU and we will stop wasting our time.

As I said previously, after updating the motherboard BIOS & VBIOS the issue is better but not completely resolved. at least it's playable now... not going to replace a GPU or start rewiring my house because of one game.
