I have been reading a lot about how PCIe cable #3 has been pulling less wattage and I notice that to be the case with mine as well under low to mild low it is always trailing 20-30+ watts behind 8Pin #1 & 2

however under heavy load I notice that the 8 Pin cable #3 is drawing way more wattage than the other 2 should I be worried about this? I have been reading some of the other threads here but everyones issue seems to be opposite from mine where 8Pin #3 draws way less even under heavy load not just under low to medium load like mine.

If the analog voltage controller has its hands tied behind its back, is unable to be controlled, and is completely reliant on the manufacturing tolerances of all of the components it is connected to, there's not much you can say is normal, expect, or hope for.  In a perfect world, there is a card out there which is perfect.  On the bell curve is cards which are on either side of perfect.  Advertised manufacturing tolerances (unknown to us, but assuredly exist) of the components EVGA chose, ensures this.

It it not that uncommon. Here You can see the Asus STRIX 3090 OC in medium & full load. It also is not perfectly balanced.
But the Asus puts much lower power demand on the PCI-E slot. The 3090 FTW3 Ultra I also have draws over 80 Watts with 500 W XOC BIOS which is more than the specs. Asus keeps it around 50 Watts.

68 watts is the 12v PCI-E slot limit per PCI-E certification specification limits. You are 17.6% over the maximum limit and 60% over what you claim another card operates at. You may want to consider whether it is wise to operate that way, or if you should revert to the stock BIOS.

Take it from the guy that owns multiple 30xx cards and has a ton of hands on experience.  Oh wait...he's just regurgitating information he's read again.

For someone that does not own one of these cards, you sure do spend a lot of time here.  Interesting to say the least.

As You can see here at Gamers Nexus https://youtu.be/ayGS51-xl5g?t=318 - the EVGA 3090 FTW3 ULTRA draws more than 75 Watts even with stock BIOS. I've already abandoned the XOC BIOS as it is too much for stock cooling. But nevertheless it is out of specs even with stock BIOS. It could burn weaker boards (PCBs) in long duration of constant 100% load (mining). I've had 2 pcs of 3090 FTW3 ULTRA over time and all were the same. I also had had the 3080 FTW3 ULTRA and the PCI-E power draw was OK even with XOC 450W BIOS.
I suspect that analog UPI 9511R controllers are not quiet good enough to drive so much power that 3090 peaks at its limits.
But as You can see from my screenshot, the Asus boards on the other hand overloads PEG connector #2 with 173 Watts. But the cable is more durable than the thin layer of motherboard's PCB.
