9/9/21 update: RMA resolved the issue and the new card is fine, see latest post. Leaving information below for posterity. 
 
I've searched a couple of threads discussing this.. but none of them seem to have a solution. So this is a new one for discussion and to link to tech support when I probably have to contact them.
 
Fan Control on my new 3080Ti FTW3 is all kinds of broken. For starters, Fan#2 cannot be controlled at all. When I set the fan percentages manually, Fan#2 will read the correct percentage but run at 100% RPM regardless. It is not a visual bug as I can hear the jet engine:
 

When the fan is set back to "Auto", Fan#3 joins in on the fun and also runs at 100%. This one however, reads as 100% and I can turn it down if I change to manual control (unlike Fan#2):
 

 
I am using the latest version of Precision and the latest vBIOS/Firmware (OC switch). The same thing happens on the non-OC bios, except the quirky baseline is 0% instead of 33%. If I run an actual application, everything goes haywire and it jumps from 100% to quiet back and forth seemingly at random (probably not actually random but I didnt stick with it long enough to make heads or tails of the jumps **EDIT** did more testing in-application and made multiple posts... here is a video to summarize). 
 

 
It doesnt matter if Precision is opened, closed, or uninstalled.

Newest driver didn't change anything either. Any suggestions?

    Not sure what to say but I have the same issue and just got my card today. Not sure if it's a firmware version flashed incorrectly or broken fan controller. All I know is this sucks after waiting so long in the queue.

    Just curious is this the vBIOS / FW that came with the Card or did you manually update in Precision?
     
    I have a new Card I just got sitting in the box and will be testing it (on air) next week prior to blocking it.

    Yeah it's all stock but I'm having the same issues as you after PX1 updated the firmware on launch. Now everything is super wonky with fan 2 going 100% and reporting 0, fan 3 not spinning, etc.

    This is all with all the available updates. Bios/firmware is shown in screenshot #3.. not sure what default numbers are.

    I contacted them earlier and did some pointless trouble shooting (reseated the card, switched PCIE slots, etc). I'm waiting tomorrow on them being able to find a standalone firmware flash. If that doesn't work, seems like it'll be an RMA.

    My vbios is different though. Mine is 94.02.71.80.74

    Ugh lol, let them try that pointless crap with me and see what happens  I've always had nothing but good experiences with support so finger's crossed. There's no way this should be an RMA.

    My vbios is different though. Mine is 94.02.71.80.74
     

     
    .74 is the "normal" bios, I have that too. I currently flipped the switch to "OC", which is .86

    Only reason I'm on quiet bios is that fans are off until there's a load on the card then fan 2 goes to 100% and fan 3 is completely off. OC bios I think all fans rev to 100% and it sounds like a jet plane lol. Idk how they can fix it as the fan controller seems fried or something.

    Not sure why resolution would be relevant, but I run two monitors. 1440p and 1200p (HDMI).

    The whole New World deal were the gpu card component was blowing up.
    They said that there was interference with the fancontroller circuit. And still they are sending these bogus fancontroller designs to people.
    And push it off as their pc components are faulty??? Where will this BS with the fancontroller stop?

    This whole fancontroller thing is still going since November 2020.

    Have you tried cleaning the drivers with DDU and redownloading the drivers ?

    Yes I always do that before plugging in a new GPU. Also did it a few times after initial install and re-installed PX1.

    I had the issue with 3rd fan constantly running at 100%. 
     
    Uninstalled Afterburner and Precision X, rebooted.
     
    Re-installed Precision X, fired it up and set fans to auto. Problem was resolved. I then reinstalled Afterburner and no issues since.

    [edit] NOPE, see next post. It improved for a few minutes but is right back to doing the same thing as in the OP.
     
    mregypt93, I might have made a LITTLE bit of progress. I went to this thread and flashed the factory default OC BIOS:
     

     
    Then I updated again with Precision. It is slightly better, I can now manually control the speed of fan#2, and auto fan doesn't make 2/3 run at 100%. At first glance it seemed OK... a least at Idle. Then I opened a game and this happened:
     

     
    As soon as I crossed the 60% threshold it was same old same old. Fan#2 runs at 100% RPM even though it thinks it is at 61%, and Fan#3 runs 100% RPM reading 100%. Same problems as in my OP.
     
    It doesn't do it at idle anymore though.. so I guess that is kind of progress? At least I can leave my PC on for the time being without hearing the jets. But it is still not working properly under load.

    Yup I found that thread and flashed the old bios before flashing back. It did nothing for me. Once fan 2 moves it shoots up to 100%. I'm on the phone with support now and they don't seem to have any idea how to fix this.

    Just a couple of ideas - you may have already tried - just thought I'd toss them out there
     
    (doubt I'll have my 3080Ti delivered before next week .. so I can't test for the "fan issue" your experiencing)
     
    Have you - Disable "Fast Boot" in your MB BIOS ? (this makes the MB "poll" the current hardware, & realize hardware or firmware has changed)
     
    CMS in BIOS = Off ?
     
    W10 Fast Startup = Disable ? (makes sure W10 looks at what is currently in your PC, that might have changed since your last shutdown)
     
    If you use the "W10 Restart" instead of "shut down" the W10 kernel, should starts fresh
     
    You could alternately "hold" the "shift key" & select "shut down" ... keeping "shift key" down till PC is off .... this forces an off that wipes the W10 kernel
     
    ---> W10 "shut down" is actually a form of hibernate ... it retains the W10 kernel ... so, changes to - driver, firmware or hardware are Not properly recognized by the OS

    I can also confirm Fast Boot/CMS is disabled, and I have been using restarts (only shutting down to quiet the jet engine in between troubleshooting lol).

    Also it's worth noting I can't even get INTO BIOS unless I am using the latest version via Precision. If I flash the default BIOS from the other thread, no BIOS at all. I imagine that is something fixed by the firmware update, so using anything but the latest version isn't even an option.

    Its a shame you are proceeding with an RMA... let me know how that goes but I can't imagine this is anything but a firmware problem!
