So I was able to game test your solution today and with World of Warcraft I gained 10 frames and it did increase the usage in task manger from 1% to 40%. However in Cod: Cold war it didn’t do anything, task manger said 20% and PrecisionX1 said 90%. I was also only getting 60-70frames which is really low for this game when compared to other people YouTube videos that have the same setup as me. I’ve seen people get a solid 120fps up to 160 frames. This was my response to them

So I'm back, EVGA wanted me to RMA the card but I had it tested on another computer and it worked perfect. Something I noticed now is that my card is pinned at 1800mhz and 9501mhz and never moves even at idle. The power draw at idle is 110watts

I used DDU already but the newest drivers just don't work for me. It causes my GPU to pin at OC freq and have horrible performance. I rolled back to drivers 456.71 and my gpu is no longer pinned at 1800/9501 and it's getting 100-125 frames on a ultra wide 1440p monitor playing cod on ultra with rtx now

Try to change the new 'normal' power mode to 'prefer maximum performance' in the nvidia control panel. The new power mode behaves weird in some games. 

With drivers 461.40, it didn't matter what I selected I noticed no difference. with the rollback I have maximum selected and that seems to be the better
