EVGA FTW3 RTX 3090 Ultra BIOS- possible to use on XC3 Ultra ? As we know,XC3 is chronically starved by a low power target. 450W BIOS could with a measurable caution do. Thanks for your advice.

Using 3 plug bios on 2 plug cards will give you 33% less power then what the bios is raited for due to not actually having that 3rd plug. So 450W would end up only giving you 301W on XC3.
2 plug cards only real choices are. KPE 1000W bios (Gives 696W) FE 400W bios (Gives 400W, Needed modded nvflash from viperx) One of the other 2 plug 390W bioses. Or shunt mod it.

The real question is why does the XC3 exist, and why would anyone buy it, when the FTW3/higher power limit versions are not that much more expensive. It's like buying a V6 Mustang back when they made them... why? Just why. But seriously, if you're that unhappy with the XC3's limits, resell it & get an FTW3 or some other brand's higher power limit card, or flash a higher power limit BIOS as BMG brought up - the FTW3 BIOS probably will not work, for the reasons he stated.

The why is not too hard to understand, availability. After several months, that was the only card I could get into a cart to buy. I like the card except mine seems to be mediocre, barely maintains rated clock speeds even when OC. Playing Control with RT, Max settings, no DLSS and clock speed was in the low 1700mhz range and that was with a 105% power target, P1 aggressive fan profile and VF curve of p1 with +85core and +200mem. So I figure maybe I should step up, except my registered product of less than 45 days old says not eligible???

Before even trying to step up, you should read into all the posts of ftw3 Cards not even hitting 450w, having massive PCIe Slot Power draw or straight up dying. I'm on my second ftw3, others have already the 3rd dead card. Some people have given up on EVGA and bought Asus Strix Cards. I don't intend to stop you from upgrading, but you should really read into all the problems we have

OP, check out this thread by @bmgjet: https://forums.evga.com/3090-XC3-HowtoFix-Zero-to-Hero-m3192487.aspx I flashed the KFA2 390 watt vBIOS onto my XC3 Ultra and it works fine. Depending on the game my core clock ranges from 1800 - 1925-ish mhz. Occasionally it drops down to maybe 1750 at worst. My temps are great, never exceed 80C even in my tiny Mini-ITX case. Give it a try and see if it helps you. The XC3 Ultra is not a waste of money. I wanted to try and build the smallest ITX build I could make. This GPU is dual slot which allows me to place 2x 120x15mm fans inside my case right beneath the GPU. I will never notice the difference between 1850mhz and 1950-2000mhz by going with a more powerful 3090 card.

Yeah and at this point registering for Step Up, you'll be lucky to get a card before we're getting in queue for RTX 4080s in September of 2022. Step Up Queue for the 3080 FTW3 Ultra as an example is still on 9/18... AKA the day after Step Up Queue opened for it. I was semi joking about why would anyone buy the XC3, as indicated by the "But seriously" after that. To me/for me, it makes zero sense to buy such a card, but in the right use cases, of course it makes sense.

The 3090 FTW3 step up queue is actually making decent progress compared to the 3080 FTW3 step up queue. The 3090 FTW3 step up queue I think is already at the end of October or begining of November while the 3080 FTW3 step up queue is still on launch day...
