i just installed my 3080 TI and i ran heaven benchmarks at 1440p max settings it was hitting 79-80C is that bad?

That's sounds about right my guy theyre power hungry cards, my 2080ti FTW3 use to hover around those temps

its hitting 83 now is it still safe? at stock settings just power target put to the max

Yeah that's kinda bad. Heaven is a fairly light load but can reach full GPU utilization.  Monitor power use with HWiNFO or X1.  Max power slider is 450w.  Even with the big heatsink you need very good case airflow to move out that hot air, so crank up your fans, get more and remove dust filters. Cases with lots of glass and tiny vents are bad, front CPU AIO is very restrictive to air flow and puts some warm air in the case.

The 3080 air cards have a 80C target temperature

That's a bit warm... should be more like 75C-76C I would think... especially with the huge triple slot cooler.
Do the temps change if you take the side off your case?

Pop the side panel off your case and see what happens to your temps, if they fall dramatically you have airflow issues.

il try that tomorrow, getting late here. i dont think anything is wrong with the card, i also took all the plastic off

A vertical mount might drop those temperatures if the exhaust is very close to the glass.

Try to see if there might be a dust clog, and if your room is hot from the exhaust and just filtering hot air again and again

Might just be a lil heat uproar (random heat spikes) but, if it becomes consistent, try different methods to keep cool

Tie the front fan speeds to system temp in bios so they come on stronger when the GPU heats up the system.  Or use "Fan Control" freeware to tie them to GPU core temp, this can be a bit easier to adjust them by noise level since you can tweak while the system is under load.  Then set a fan curve in X1 so it gets more aggressive with the card fans.
 
Monitor Memory Junction temps using HWiNFO, if your core is getting hot the VRAM is usually 25C or more higher which is pretty questionable.

What's your case's airflow setup as? I used to have the high 80s until I switched to a case with better flow. Usually around 60 or lower now when under load.

Quick update, my front filter was filled with dog hair... oops. after cleaning it out heres my temps after a 15min heaven run. I will say this card is very loud, using the aggressive fan curve mind you

Do you have any experience with taking apart graphics cards? If so, since there was buildup of dog hair and dust, that might be the case with your card. BUT before taking the card apart, make sure you have thermal paste and/or pads

Yes i do, i dont see a reason to take it apart. I just received the card yesterday, its brand new and still looks super clean

Heaven stresses my GPU to a few degrees below it's maximum temp while gaming for a prolonged period of time. 78.6C seems a bit toasty, but as these cards are 300+ watts, I'd say it's expected. I'm just used to temps around 60C, but my GPU is way less powerful and power hungry than yours.

Ah, forgot it was brand new. Hmm, then you might want to directly contact EVGA, or maybe check your fans to see if they aint dirty

It's a new card. Highly doubtful that's the issue.

HUMMMMM.  Granted we don't have that much experience with the new cards, but it's kinda strange to see the GPU core, hotspot and vram temps all in the same ~10C range.  Might have slightly insufficient paste or some cooler warp.
 
Are your case fans cranked up?  I'm assuming you left the filter in place, ew.

Remember the 3080 Ti is cut down 3090. Look at 3090 Temps which tend to fall around 93 degrees.
