#2 Perform a clean installation of the most recent video drivers:

• Uninstall Precision X/MSI Afterburner if installed, make sure to select "no" to saving profiles if asked.  Reboot the PC now if you had to uninstall PX or Afterburner.
• Use DDU (Display driver uninstaller) in safe mode to clean out all your nvidia drivers. Use the clean and restart (highly recommended) option.
• Download & save the most recent graphics driver to your desktop. You can find the most recent graphics driver here.
• Run the graphics installer located on your desktop once the download is complete.
• Select nvidia graphics driver, select custom advanced install, under custom installation options uncheck all options except graphics driver & physx system software, if you have a 3D capable monitor and would like to use 3D at some point please select both 3D options, check mark perform clean install, then click next to install the driver, reboot when asked.

 
If the issue persists, power off your pc and only connect one monitor through displayport, once windows finishes loading/after a few minutes from post [blackscreens], unplug the power cable from the monitor and wait 1 minute before you reconnect it. 
 
Lastly, before installing this video card, did you have a different video card installed?

Will it come back if you only pull the Power Cable from the Monitor and count to 10 and Plug it back in.

Not a problem 

So tried the steps that EVGATech_GabrielS recommended.  No luck unfortunately.  I have a new displayport cable (VESA certified) arriving today so will see if that might solve the issue.

so have tried a vesa certified cable with no luck.  Could this be similar to the last gen of cards where a displayport firmware fix had to be put out?

I did not received my adapter... could you tell me more what happened on last gen... ?

Sorry the link did not come through as I have not been a member long enough if you google nvidia and diplayport, it should be one of the first few articles about Nvidia releasing a firware fix for lat gen cards.

but is this fixable by software? Because it seems they`re having this issue everywhere
 
i really cant believe that they are selling GPU that are so broke... 3 out of 4 outputs dont work... this is surreal...

@bckavanaugh, not sure it is as I have tried both of my monitors and no luck.

Its unacceptable... 500 piece of something that don't work 3 ports out of 4... can you believe? I heard EVGA is a must... every product is high quality, this is the first time i bought a PSU and GPU from this brand.. and honestly? I'm quite sure i won't buy anything again...

Sounds very similar to the issues systems/monitors have been running into for years now when using display port cables.
Usually takes a new monitor driver/ bios update / windows update/ & or vid card update... 
 Problem has been so sporadic on different types of part combinations , apparently no one can narrow it fully down.

I take it one monitor is HDMI and the other DP?
 
Which port is the DP plugged into?
Just went through this last night with a friends RTX 2080 XC - port order was top DP port, then HDMI then the next DP, USB and the DP out by itself is last
 
If it works with one monitor hooked up take a screen shot of the main tab in GPU-Z and post it

I dont have DP monitor, what i have is 2 HDMI monitors but one cable that is DP in one side and HDMI in the other... 
 
I used to have 1050TI with this cable and it was working 100%

Try this,
Take whatever monitor you want as the primary and plug the DP-HDMI cable into the top DP port on the card, hook the other monitor directly on the HDMI
Also, perhaps one of the monitors does not being on an DP-HDMI cable
 
If your primary monitor only likes the HDMI cable then put the other monitor on the DP port just below the HDMI
 
Also I recommend looking to see if there are any driver packages for your monitors, I know your Samsung does, as they will get you proper color representation

I really dont have any primary, does not matter...
 
I already tried... no signal on both monitors using only DP and testing on all ports... 

If you have no DP with either monitor on your adapter cable I would suggest either getting a new cable or seeing if you can borrow a real DP capable monitor and cable from a friend to test your system. Perhaps see if a local repair shop can test your system for you. The card should support the adapter cable, my friends 2080 XC has a secondary monitor on an DP-HDMI cable
