2080 Super one fan works the other does not

I just ordered this new 2080 Super last week and today just realized that only one fan is working. The other spins one rotation when I boot up the system but not when I'm in game. I'm too new to PC to understand anything in the bios so I haven't been able to figure this out. Can anyone help?

    If your not running any OC software - this could be normal - default fan is off till that part of card heats up enough
     
    With power disconnected:   do both fans spin by hand with the same feel ?
     
    Load EVGA X1 ... try manual setting fan to say 30% .... does it spin ?

    I don't believe im running "OC software?" But if its just the heat thing then that would be legit. Both fans do feel the same when spun by hand. EVGA X1?

    Stock 0 db .." less noise "  --> stock on card settings the fans do not spin until they get very warm --> each fan is assigned a different part of the card to cool
