For 11G-P4-6696-KR. So the first fan runs at a lower RPM despite using the same percentage as the other two. Is this a weird quirk with the card or is something wrong with mine?

Honestly that seems fine. Fans are never going to be exact to other fans on the card. My card has the same thing where even at the same percentage the RPM is different for each card.

I am surprised nobody simply pointed out a FEATURE of this GPU IS the Asynchronous Fans

    Asynchronous Fans

    EVGA iCX Technology
GPU / Memory / PWM Thermal Status Indicator LEDs

So some variance would be expected.

Based on that jpg in their first post - I think the OP is asking why:

    Fan 1 - 48% = 1599 RPM - displayed

    Fan 2 - 47% = 1920 RPM - displayed

    fan 3 - 47% = 1860 RPM - displayed

Because, fan one is on a different fan controller than the other two fans which are at the same speed (within the margin of error). I guess the picture wasn't enough.
