I will pick up the torch where no one else will.  Just need some serious inquires.  I can make it lavish, or simple.  Somehow I think simplicity is key for this.  I have a variety of materials at my disposal to keep the costs down, or personalize it however you wish. 
 
EDIT:  27 August.  Card arrived!

I've had to replace the fans on my GTX 460 2win twice already due to them burning out.  Yes, I tinkered with the card a bit and voided my warranty.  The last 3 fans i got required some splicing of wires and were a pain in the ass to mount.  I'm keeping my fingers crossed they will last longer than last time.
 
I do not have a watercooled system, but have been looking for some type of a more efficient cooling system for my 460 2win.  All of the aftermarket heatsink/fan packages just don't seem like they will fit the card properly.  Would your waterblock for the 460 2win be an efficient heatsink for  fan based cooling or is it for water cooled systems only?  I have zero experience with water cooling and have no idea about prices, etc.
 
Your photos of your machine work are impressive by the way.

Thanks!  These would be just for watercooling only.  Maybe this would be the perfect time to get into this sort of thing.

how much for a waterblock for the 2win 
 
Only one person selling fans for $30 each i broke 3 thats $90 wat too much.... im thinking of water cooling it since its always at
40-89C.

how much for one and cant you just buy them gpu blocks that just sit on the chipb and get two one for each gpu on the card

You can do anything you put your mind to.  Know thyself.  Only you know what you are capable of.  Some people can build anything in their basement, others can't, or others have no tools.  I have almost a complete functioning metal shop in my basement right now but it wasn't always like that.  Only in the past 3 years have I been able to do these things. 
 
You can probably fit some CPU blocks on the GPU's with proper modifications, but the proper thing to do is design a new block specifically for this card.

Thanks!  Can't say how much until its designed.  I would be more then happy to work on it, but I need a card to get the dimensions.  I can't do a single pro-active step until I get one of these cards in hand.     At least your not far away, USPS priority mail would be pretty cheap and it would take 2 days TOPS to get here  about 300 miles away.

Proper Alignment of the holes makes for a nice fit.  Laying the card down on the CNC and having the machine locate the hole coordinates:

Edit: nevermind, forgot I took pictures of the card looks like it will be around 260mm or 10.25 inches long pretty big!

Its not a small block by any means.
 
Left to right: 10.204"
Top to bottom: 4.544" (from bottom of the card to top of the block: 4.700")
