whats going on with my 2080ti?

Hi guys I wonder if you can help, I have two EVGA 2080ti XC Ultra in SLI
 
The top GPU according to the bios is PCIe x8 @ 1.0 x8
Second GPU according to the bios is PCIe x8 @ 3.0 x8
 
For some strange reason my top GPU is limited to 1.0 x8, yet the second GPU is 3.0 x8????
 
This is having an impact on the performance of the card, which all my displays are connected to, as I cannot overclock this card without getting a windows blue screen.
 
PC Specs are;
 
i9 9900k @ 5.0Ghz
Z390 Aorus Xtreme waterforce board (Bios F7b)
32GB 3200 Corsair Vengence Pro RGB 
500GB Samsung 970 Evo NVMe 3.0 x4
2TB Seagate FireCuda 510 NVMe 3.0 x4
 
All drivers are up to date (GeForce Driver 445.87)

Dont have enough kB to upload the screen shot of GPU clock speed when boost lock is enabled but it is 2175 MHz @ 31c
 
 
what could be causing this? Issue with the VGA or the motherboard?

    It's normal to be reported as PCi-E gen 1 when sitting idle at the desktop. If GPU-Z isn't also reporting the second card at 1x when at desktop I'd say you have an error in it's reading. This is done to save power when sitting at the desktop, it's normal and expected behavior. Go load up a game and alt+tab out and check GPU-Z and it should say PCI-E 3 @ x8

    Thanks, you are right, it does go to 3.0 x8 when under load.

    But I still dont get why the top card is not overclocking like the bottom. I'm starting to think there is an issue with it.

    If you look at the screen dumps of the VF curve, the top VGA is different to the bottom VGA, when I press scan on VGA 1 it just gets stuck at 1350mhz and doesn't move, VGA 2 starts to scan properly and goes all the way up to 2200+ mhz.


    It's all built with hardline tubing so I'm gonna have to drain and remove to swap the GPUs around and see if it still behaves the same way.

    In that case try to overclock card manually.
    It could be either scanner bug (Im not sure it can work with dual gpu correctly) or "bad silicon", but I doubt that: at least you should see some overclocking in low voltage area.
