Install the video capture card in the bottom Slot.
When making this type of change you should Re-Set your Bios as well.
To Force Read the PCIe Lanes/Slots
Also if you are running the ROG Software Turn it off for now to remove it from your Troubleshooting.

no chance for that , the cooler is installed at the bottom and the case is a mid tower , maybe if the mobo was ATX

What is this Video Capture Card?
Normally when you have a video capture card you should remove the Software and Card then install your new Graphics Card and Drivers.
Then Install the Video Capture Card back in your computer and the Drivers and Software for it.

That was Rampage VI Extreme I think he have other full black version Omega.

I know his card is PCI-E, but maybe is only chance that to use capture card, to look for model with USB.
If can't connect in x4 and in x8/16 make problems. In all of others PCI-E slots on RVIEO capture card occupy 16 PCI-E lanes or 8 depend how ASUS configure them.

i never had this issue when i had R6E (top) when i used to have a video capture card + Creative sound card but it seems to be a problem when i got the Omega , never in my life that i encountered a problem like this , but this time around it seems to be an issue with the Mobo itself not the GPU

One of best video capture card, it's shame not to keep them with X299 platform.
You should RMA board or back board. On first place you shouldn't change Rampage VI Extreme.
But I have no right to tell you because I changed RVE for RVE10. RVE10 have x1 slot for sound, x4 slot for PCI-E SSD or Video Capture card.
Only I got few important improvements, you get only different motherboard and I didn't payed full priced, I got good deal in that moment, under different circumstances I would never payed even 150 euro more to replace RVE for RVE10.
 
Explain to ASUS what's happen, careful on their forum. 
With 650$ worth motherboard they should tried 50 options if need and install all kind of cards on motherboard and check compatibility.
 
It's not solution to remove video capture card only to use Omega motherboard.
ASUS ROG customers on so expensive motherboards launching them one after another.
Launching Omega motherboard is not respect of people who invested in Rampage VI Extreme and want at least 2 years to have top motherboard.

I was having this issue at first when I was running my card on the OC BIOS out of the box. I switched to Normal, then back to OC and switched out my cables for new ones and I haven't had an error like this show up since.
 
I don't really know what was causing my issue considering that my Kingpin is the only card I have in my motherboard.

unless I missed it, I would go back and do what Tin_EE asked you to do.  Check the 12 volts rail.  Both with and without the video capture card installed.

Hi I have the same issue after installing ASUS 1200 thore psu tried every suggestions here no go same 12v input too high warning
What is strange is before the ASUS psu I had Corsair 1200 my volts never sustained 1.094 only 1.050
now on ASUS psu iam holding that1.094 volt strong ....strange ?!
Hope this 12v input too high warning can be explained here

Still higher volts on ASUS psu 1.081 1.094
Which was not obtained with Corsair psu

What are you running that Can Keep the Card at a Sustained 1.094.
I have tested a lot of tools and apps and I have see 1.094 for a minute or two but never Locked at 1.094 for hours on end.
So far how are you liking your EVGA GeForce RTX 2080 Ti K|NGP|N?
Are you setting or using the Classified Tool?
I am now seeing 48x Watts on some Benchmarks but only seeing 1.06 and 1.07 with peaks to 08 and 09

I changed the psu from Corsair to ASUS psu due to issues with the Corsair before installing the ASUS psu I am on 1.50v 1.044v now with ASUS 10.81v 1.094v without classified tool just slide the power target full and voltage full
Regarding the card it’s a a joy to work with such a master piece it’s got more power but need a learning curve and no cards are the same

I would think the other PSU is just a better one than the other.
How Old was the Corsair PSU?

This is the PSU I am using for mine: EVGA SuperNOVA 1600 T2, 80+ TITANIUM 220-T2-1600-X1
So far the Peak Wattage Usage on my UPS Unit was 704 Watts Running Fire Strike.

The Corsair psu is about 4 years old
On ASUS psu I average At 500 watts with overclocked 9900k 5.1ghz and kingpin 2220hz clock and 8300mhz memory
