poor performance GTX 1070

im getting 65 fps in ROTTR benchmark and 20 fps in Wolfenstein the New Order in 1080p resolution , with my GTX 1070 ACX 3.0 GAMING EDITION.
10 fps in Rome II Total War... but why?
the processor does not seem to give problems, I do not understand what problems has the GPU.

    RAM 16 GB RAM DDR4 
    PSU  TS650WATT 
    COOLER COOLERMASTER 212EVO
    SSD SAMSUNG 750EVO 200GB

    Check your CPU usage and every possible stat about your hardware during the benchmarks. After that and if you still cannot find anything wrong with your computer, please start RMA the card.

    leonida.99 does your motherboard have a slow-mo switch on it? It will force your CPU to run very, very slowly if it is accidentally switched on.

    Check your cpu for overheating if your motherboard doesn't have a slow mode switch. Do #1 & #2 listed here too.
