No, it is not. Most random number simulators use a number as a seed, and perform a mathematical formula on it that returns something that looks random. If you use the current time down to the millisecond, that's usually good enough. Not really good enough for cryptography, though.
There's work being done to use laser light to generate random numbers.

I see. I assume unlike something like SHA it should be easy to brute force calculate the formula that's generating random numbers, hence why its no use for cryptography?
