The XOC did come preinstalled on the rev 1.0 card's OC switch (a reboot is required to load it). 107% power limit is relative, and higher than say 110% power limit on a 400W VBIOS (vs 107% on a 450W VBIOS).
 
If you want to see for yourself, run GPU-Z and go to Advanced, near the top select Nvidia BIOS from the drop-down menu (starts on General). There you'll see what the max power draw is for that VBIOS. Your board won't always draw that much power if it's not needed - for example, my 3090 Ti has a 516W max power draw and a 450W default. Even when I max out the slider, most of the time it will sit around 470 to 480W power draw with some spikes above 500.

Hi guys, first of all i never flashed a bios but i bought a used 3090 that was used for mining a little while ago. Using GPU-Z on the Lookup option it says (on both bioses)

 
I want to know if this is normal?, the model is 24G-P5-3987-KR

Unrelated to the previous post. sorry bro idk how that normally works or if it goes wrong often. Mine shoes the BIOS i flashed. Which brings me to my point:
 
I was severely limited by ALL evga bioses released for my card. Downloaded and flashed the top result in this search: VGA Bios Collection | TechPowerUp and holy smokes. I cant wait to put this thing under water. Still getting a lot more consistent clocks with it on air.

I was having an issue where the xoc bios' in the first post would fail to flash on my ftw3 ultra (3842 3987), I have a 0.1v 2114 card.

119% power limit, rebar enabled, confirmed it actually hits 500w, hope this helps someone.

Does not seem likely, but you might get lucky. There is a chance, just much lower chance than with a Rev 1.0 card.
Honestly, you want a Rev 1.0 card if you have any excuse to convince EVGA to RMA it for you. The Rev 1.0 card is better, with better components, and you don't want to be stuck with the Rev 0.1 when the warranty expires.

Honestly i have just one issue i cant explain.. In game the card is running with  2200mhz / 1.1v. But Port royal and all other 3d Mark tests its mostly running just with 1.037v.
Its quite nice silicon.
Funny thing since the card is under water its drawing way less power(might be the fans) before it were drawing around 480w now its maxed out at 460W.
