Can you give us some more information?

What is your system. Also are you using a Korean Overclocked monitor? As this is a common issue with those monitor's once overclocked.

Edit: Ignore me, didn't realise this was in the Tegra Note section... Information irrelevant!

Its normal under certain lighting conditions. Popular opinion is that its the digitizer for the stylus.

Yeah, every capacitive touchscreen has these, though their visibility changes from device to device. On my old Acer A500, the sensor grid almost looked like little bowties. On the TN7, they're quite visible, and if you hold the tablet in landscape orientation and get it in really strong light, like the sun, you'll see even smaller lines going in the other direction to form a grid. These are tiny little wires that measure the electrical interference caused by any conductive material touching the screen, which is the whole basis of how capacitive screens work.

It's not horizontal lines.  It's a grid, just the vertical lines are harder to see.  For me, it's most clearly visible if you set the screen to display solid bright green.

True, though there are wider-spaced wires running left-to-right when held vertically that are far more visible than the little fine ones in between or the fine ones running top-to-bottom. I have a sneaking suspicion this may have to do with the palm-rejection, sort of a secondary low-res sensor grid that works kinda like the way a noise-cancelling microphone works, a second data sample to compare the main sensor input to in order to reject large-area touches such as your hand while writing.

yes i can see them on my tablet too very clearly when the screen is off, when screen is on, its harder to spot them unless your under certain lighting conditions.

Yes, if you want to feel better about these lines, get a nexus 4.  The trace lines there are significantly more visible.
