i get it do a search - 
but - it is all different answers 
so

3080ti ftw3   on boot   - 4 red lights flash  -
 
is this okay ?

    correct.  working
    multiple issues
    - usb c port shuts off because of ?
    - thunderbolt driver need reinstall because of ?
    - probably more stuff
     
    currently crashing in 4K - psu transient suspected ( likely )

    please share details of your PC
     
    PSU - Watts, age & are you using the stock cables that came with the PSU?
    CPU
    MB
    OS
    other hardware installed
    all USB ports used
     
    Are you using a separate cable fro the PSU to Each power socket on the GPU card?
