Moved my entire computer/desk setup around. Computer is now on the left side of the desk and my shelf (with misc. items is on the right. I also moved my subwoofer to the right side so I haven't yet plugged in the speakers.

My mouse is plugged into the keyboard and the keyboard is plugged into the same ports I was having trouble with earlier. The mouse works now, but I'm unable to hear anything until I plug the speakers in. I'll be trying that later today.
I had to buy longer RCA's due to the subwoofer move so the speakers will be plugged in temporarily to see if I hear any USB sounds. I think the problem has to do with the Corsair Commander Pro and Link/iCUE. I'm going to unplug it from the motherboard and just have the corsair pump plugged in.

Plugged the speakers in. Don't hear the USB disconnect sound.
Must've been an issue with Corsair Commander.

Heard the sound again but when it happens, I don't see any notifications. I uninstalled everything Corsair related and I'll be removing the Corsair Commander from my case.

We'll see if the noise is gone now.

If you can't stop the sound you could just do the following...

1. Open the windows control panel.
2. Select hardware and sound.
3. Select change system sounds under sound.
4. Scroll down the list until you find the entry "Device Disconnect"
5. Change the sound for "Device Disconnect" from Windows Hardware Remove to None.

Now you won't here the sound anymore.

I know this doesn't really fix the issue, but at least it will get rid of the sound. =)

It will get rid of the sound but I don't know what device is making it. I never get a notification (test) just the sound. I uninstalled all things to do with Corsair. I'll be removing the Corsair Commander from my PC this week.
The only reason I installed it was that I could plug my CPU cooler and PSU into it as I only have one USB header on my motherboard.

But it makes the sound randomly, not just at startup.

Then you have a hardware problem. Replace the mouse.
