X299 FTW K & 10980XE Resizable Bar still set to "NO"

Hello,
Updated my BIOS to 1.28 X299 FTW-K and latest version on 3090 RTX via X1.
I do have ASUS Hyper M.2 X16 PCIe 3.0 X4 Expansion Card V2 with 4x WD 500 Black SSD.  Does it matter that the other PCIE lane is occupied with 4xm2? Both M2 on the board is populated also.

    It shouldn't - but you need to have REBAR enabled under the CPU PCIE settings, above 4G enabled in the same section, and CSM disabled (if windows doesn't boot, you'll need to convert or reinstall windows).
