Hello, I've been troubleshooting this issue since I got my 3090 Ti. - When booting windows after installing the nvidia drivers it freezes during the spinning dots
- Boots fine once the drivers are removed with DDH
- Works fine on universal display drivers (no integrated graphics on this machine) although framerates are choppy (this may or may not be working correctly. I suspect that there would be some bottlenecking with the CPU on 1080P
- Boots on a GT 710 even after I have the freezing issue
- PSU is 1000W with each of the three connectors on a separate cable going into the PSU
- Work with clean install of windows until the nvidia drivers are installed and updated to 512.16
- Sometimes an install of the CUDA toolkit works, but sometimes it gives a black screen in the middle of install (this installs an unsupported version of the drivers for the 3090 Ti)
- It's difficult to find a known good 3090 Ti and difficult to test in a known good machine or directly into the motherboard due to it's size. It's mounted on the side of the chasis with a x16 riser ribbon.
- Tested with multiple risers
I've googled around a bit but haven't seen any solutions. Does this sound like a driver issue that i just need to wait out, an RMA situation, or another issue? Any insight would be welcome and appreciated.

My suggestion would be to remove the riser and re-test. That may mean gutting your rig and placing it on a test bench, but that's just my thoughts.

Yeah, aside from removing the riser, difficult to track down what may be causing the issue.

No BSOD. I'll check windows events with the GT 710. Memory is overclocked with XMP, but not the CPU other than PBO. I was able to get the carc in the chasis, but my plan was suck when i realized the power connector is on the end

Gonna sound terrible, but in bios, try setting the pcie slot the card is in to gen 3 and redo the install (ddu first). If that works out you can then set it back to gen 4.
Csm disabled and gpt windows partition? Could be a UEFI issue (though doubtful).

If nothing else works, you can try the latest Studio Drivers from nvidia. The 512.16 Game Ready Driver for my 2060 Super causes occasional mouse lag, but switching to the studio version fixed it entirely. Not sure if it'll fix your problem, but it could be worth a shot.

First thing I would do is save your bios settings to a profile or USB and reset to defaults to just remove any variables. Then I'd run DDU in safe mode, reboot, then reinstall drivers.
I'm more leaning towards a riser issue as well but those would be easier than gutting the machine. Personally my riser issues have just been no display no matter what but I've seen some really weird stuff.

The card is too big for the case. I have it mounted externally and use an x16 riser to connect the motherboard and the GPU. I removed the motherboard and tested outside of the chassis. In this case, it appears the riser cables is unable to keep up with the high PCI bandwidth.

Is it a 4.0 cable? There's issues running 3.0 cables on 4.0 boards with 4.0 cards as it can't detect the bandwidth of the cable. You might be able to manually set the pcie bandwidth to 3.0 in the bios or you could just get a 4.0 riser.

The cable is unmarked in terms of its generation, so I am assuming it is at best gen 3. Unfortunately forcing the PCIe generation option is shockingly not available in the UEFI settings for this motherboard... so I've ordered a larger case and an EVGA X570 FTW, which I am excited to say arrive tomorrow :)
