I couldn't get that program to work but I was able to monitor my resources and while peeling out in the batmobile and jumping off some stairs into bystanders, it looks like I am using around 7.5 gigs of my ram. Hmmmmm... Not sure what to do, that's not a lot of room to fiddle with.

edit: after reading this artice, http://www.anandtech.com/show/4503/sandy-bridge-memory-scaling-choosing-the-best-ddr3/6 I am thinking that Sandybridge isn't really going to benefit all that much with faster ram so I may just keep what I have after all...

For all practical purposes, you won't notice any difference between timing and latency of those two kits, none..Generally speaking, frequency in MHz always trumps timing/latency..You might benefit from a little more RAM, but only sometimes/rarely under the most demanding circumstances, maybe.
 
AIDA64 Extreme should work perfectly fine..You go to File (top left of it's screen) -> Preferences -> Logging to set up logging..Make a dedicated logging folder on your desktop or wherever and give the log file a name and tell AIDA64 to save the log file (HTML) there..Right-click the log file and then Open with -> Internet Explorer.

At least for Sandybridge, I wouldn't even gain 1 fps. Turns out that my crappy "laptop" 1333 ram is perfectly fine in this case. I will give that program anther try when I get home but from all the other monitoring I have done, I am close to using all 8 gigs. So by adding another 8 gigs, I probably won't see a whole lot of difference but maybe on some newer games, that extra ram will come into play.

That's a pretty old review, like really old compared to what's out right now. Not really sure what video card you are running right now, but that review is running a GTX 580. Also, not every game reacts the same to higher performance RAM. I've noticed games that utilize physx highly benefit off of high performance RAM. Some cases can see huge increases in performance.
 
It's hard to compare because all of these reviews are runing GTX 580 and HD5000/6000 series stuff. But this kind of gives you an idea:

You can see when they run with more GPU power, the performance increases.

I read that review as well. Everything I could find says that my old sandybridge cpu is not going to gain much due to some technical stuff I don't understand. I am running a 970 gtx and for the most part, everything is running pretty well. Arkham knight is really the only thing I have played since getting the card and the new 1440P monitor. (96hz refresh FTW!)
 
What I did find was that I finally figured out that AIDA64 monitor (thank you Bob16314!!) I was using 7.5 gigs of ram a lot of the time. I have been having a few stutters now and then and my usb headphones have been cutting out for a few seconds during high intensity areas when I game. I slapped the 2 new sticks of ram in and to my surprise, I can honestly see a difference. No stuttering, no more audio drop outs and things are just smoother overall. It didn't make sense to me as I was still under 8 gigs of usage before installing the ram but maybe it reserves some or does something so it doesn't use 100%
 
Since installing the ram and checking it's usage, I have hit 9.7 gigs a few times so I guess it was somehow being limited. Maybe faster ram would have yielded a few more fps but then I would have spare ram to sell and would have to spend another $40.
So I guess I learned a bit and to answer my own original question, Yes, to a point, I do see some difference moving to 16 gigs. I am curious to see my usage in other games but I need to finish Batman first. I can't skip around!
