Why does my RTX 3060 Ti sound like a rocket doing light gaming

So for some reason I can't figure out doing WoW Burning Crusade Classic my GPU fan ramps up in speed to an audible level and its getting quite warm. I can't pull off the heatsink since I bought it on a lease because that's the only way I could get a card and am not allowed to remove the heatsink until i pay it off. It's an RTX 3060 Ti XC. Not my R5 3600X at the same time is only hitting about 61C and isn't ramping up fan speeds, just the video card, and I have RTX off as I don't see a point in WoW classic.
 
It doesn't do it in other games though, FarCry New Dawn no ramping, Ultimate Admiral Dreadnoughts no ramping, WoW classic it goes 100% fan

    Nah case has great airflow, mesh front, triple 120's up front, 2 top 120's, and a rear 120. Everything idles nice and cool and i blow it out once a month. Like I said the 3600X isn't getting even close like the GPU, granted its onder a 120mm heatpipe cooler but that fan spins at maybe 30% and keeps it at 61c, while WoW pushes the 3060 Ti to nearly 90C and fans to full.

    If you're not capping your frame rates, WoW can make your GPU run at over 100% power quite easily. Also, your CPU cooler is adding to the temps inside your case. You're 'cooling' your GPU with warm air.

    Can you disable some of the game's graphics features as a test to see if it's the game driving it too hard or if it may be some type of game<->driver issue?  My dad would turn off background details in Flight Sim to test frame rates.  90C on the GPU is pushing it way too hard.  When I cryptomine, my GPU only hits 55C tops. I leave my case open and lay it on the side.

    This fan config does little to help the gpu.  You also did not state their speeds or how they are controlled.
     
    The 3060Ti XC is only 200w but does have a dinky cooler.  It should run at 200w all day without hitting 90c.

    "The card runs hot, muh undervolt" is not an option here.  Your card either has a bad mount and needs RMA, or you have poor cooling of the card.

    so they are controlled with Ryzen Master, and tied to CPU temp because i can't tie them to the EVGA GPU. At CPU 100$ load they hit about 3000rpm when I do Cinebench. As for WoW I'll try that, i have vysync disabled, but ill try turning it back on. If its really cooling related I did just get a CM Stacker 830 for free, that should keep anything cool.

    What is being controlled?  The GPU fans to another part of your build or you're referring to your case fans?  If case fans, have them fixed at a higher rate, say 1500-2000 RPM.  Test it out where it's tolerable and set and forget as long as the GPU thermals are in check.

    Also for wow, cap your framerates to your screen's Hz if you haven't.  That could create unnecessary high FPS during gameplay and because of that, raise thermals.

    I was also thinking if it's WoW then it easily could be refresh rate.  Probably for playing something released like 15 years ago the game is rendering way more frames than a monitor is displaying. WoW has had a ton of upgrades over the years but only so much can be done with an engine that is based out of 2004.
