I just got my RMA replacement today and just want to make sure everything is updated. Precision X1 isn't prompting me to update but I'm not really a huge fan of how PX1 handles it.

Thanks! I got the BIOS from that post installed. One thing I'm noticing (and noticed beforehand) is that the 3rd fan (presumably) is spinning at 99-100% all of the time no matter load, temperature, and fan settings. Is there a fix for that? I'm not running MSI Afterburner or anything else aside from PX1 that should be able to control its fans.

Are you running any other monitoring software that would access the fans and sensors? 

RTSS and HWINFO. The former for FPS OSD and the later for a Rainmeter skin.

What are FAN 1 and FAN 2 doing?
As I own the same card and experience fan control issues I'm interested in this subject. In my case FAN 3 is spinning @99% as soon the threshold of about 86°C is reached whereas FAN 1 and FAN 2 stop and remain @0 RPM. Can you tell me what your card is behaving like when max GPU temperature is achieved?  
 
 

Currently, the GPU is sitting at 30C. Fan1 is at 37%, Fan2 is at 37%, and Fan3 is between 98-100%. If I turn auto off, I can get the 3rd fan to calm down but that's obviously not ideal. I installed MSI Afterburner for the hell of it and can get a fan curve to stick (although I'm not sure if that's due to Afterburner not being able to control the 3rd fan properly) but I can't get it to pull more than 350W OC'ing with Afterburner. I'm currently flashed onto the XOC 450W BIOS linked from the first reply. I've also tried the "normal 450W" BIOS included in the same .zip file as well as the "normal" switch position on the physical GPU. Nothing is really keeping the 3rd fan down.
