Can I use the PSU-bundled "diagnostic tool" as a permanently placed 24-pin "jumper" in order to boot the PSUs without motherboard? The purpose is to power an ASIC miner for Bitcoin. I'm doing this so far, but I want to make sure that there is no fire hazard or otherwise that makes this use dangerous? I just connect the 24-pin cable permanently to the 24-pin tool.

I don't think it would be a problem. I use a jumper from my main psu to run my secondary. Just make sure you remove the jumper if you are shutting down. You can also look at these: https://www.lelong.com.my...992-2018-04-Sale-P.htm

This will allow the second psu to be booted and shut down with the primary.

Been doing this for over a 2 year on one of my PSU to power R-Boxes, no problems here.

like said above there is no issue...
some setups (like 2 PSU for 1 pc) do require the trick of using the 24pin (that actually is just 2 pin lol) diagnostic tool
 
plenty of people use this to test their AIO or to fill custom loops before putting theese systems in their pc.
the custom loop kits also come with this tool bundled usually

you could make one using a simple relay board powered by a molex connector, since all you need to do is short to pins on the power supply.

Guys i used the mentioned tool  and tested the pin shorting for my evga G2 1600 and i can't make it work as a dual psu with another evga g2 1600, any guess??
 
when i use the testing kit came with the psu the psu fan works but not the GPUs attached to it.

Mine Works Fine, what are you using to connect them?
 This is what I am using:
Vantacor Dual PSU Adapter Cable 24 Pin 2-way
The EVGA "diagnostic tool" is not meant to Power Two Power Supplies.
Running two PSU is a little of Topic for more help you may want to create your own Thread.

i did a mistake by powring the risers from the second power supply, once i powered it from the main one as the Board powered it worked.
