Unknown PCI Device after installing an RTX 2080 Ti and latest nVdia drivers.

My new card: EVGA GeForce RTX 2080 Ti FTW3 ULTRA GAMING, 11G-P4-2487-KR, 11GB GDDR6, iCX2 & RGB LED
After installing my card and reinstalling the drivers I get what I included below. Notice the highlighted area.  What on the card is causing this?  I am pretty sure it's has to do with the card as I never had this problem before.  I thought it might be the USB feature so I opted not to install it but I still get the PCE Device.  Any thoughts what I need to do?
 

 Disregard the specs at the bottom as they are old.  Here's what I have now:
 
Corsair Graphite Series 780T Full-Tower PC Case.
GIGABYTE Z390 AORUS MASTER Motherboard.
Corsair RM1000i 1000 Watt PSU.
Intel i9-9900K CPU @ 5.11 GHz.
Corsair Vengeance LPX 32GB 4x8GB CMK32GX4M4E4133C19 @ 4011Mhz. 16-17-17-32-290-2.
Onboard Realtek HD ALC1220.
BenQ PD3200U 32" 4K monitor
EVGA GeForce RTX 2080 Ti FTW3 GAMING.
Corsair H115i Extreme Performance Liquid CPU Cooler.
Corsair Lighting Nodes and LED strips.
2 x Samsung 970 PRO M.2 500GB NVMe
1 x Samsung 960 PRO M.2 500GB NVMe
1 x Sabrent Rocket M.2 1TB NVMe
1 x Samsung 860-EVO 2TB Internal SSD.
1 x SanDisk EXTREME900 USB3.1 450GB SATA6.
3 x 120mm Corsair LL Series RGB fans for the front of the case.

    Did you uninstall your previous drivers with DDU in safe mode before installing your new driver?

    I haven't used DDU in a long time.  However I did a clean install of the nvidia drivers using their option.

    I would still do an uninstall with DDU and try it. Did you download the nvidia drivers directly or update via geforce experience?

    shutdown - pull the wall plug - hold start button 30 sec - plug back in & restart
     
    Device Manager --> What is under display adapter  ?
     
    Could it be the  "USB Type-C"   ?

    Another thing to try is a reinstall of your motherboard chipset drivers.

    Probably usb type c driver that needs to be installed.
