So has anyone been able to confirm if this has been fixed or not?
 
Version 6.08 of hwinfo stated they fixed sensor reading for the EVGA X299 Dark in the patch notes but this im not seeing any difference.

This makes it impossible to tell if the chip is phantom throttling.

Nobody corrected anything. These readings come from the motherboard sensors. So that approximately corresponds to the power consumption, I put a multiplier of 10 on the CPU readings of the power package.
In HWinfo, the readings for the fans, which were reduced by 2 times, were corrected.
