Hello,
I am facing some issue regarding my recent upgrade. Can somebody help me.
Previous Setup:
GPU: EVGA 980ti
Monitor: Asus VG248QE
Connectivy: DVI-D both end
 
New Setup:
GPU: EVGA RTX 2080
Monitor: Asus VG248QE
Connectivy: DVI-D using included DVI-D to HDMI adapter. DVI-D at monitor end. DVI-D to HDMI adapter then to HDMI port since 2080 doesn't have any DVI port.

Will upgrading to DP-DP cable solve the issue or is there anything i can do to fix it. TIA for responding.

I would say you need to be at least with an HDMI cable and better yet the Display Port Cable for your best refresh rates. Try to avoid any adapters at all for best results. Even if it didn't solve your problem but i'm sure it will you will be happier with the newer connection anyway, especially if going with a display port cable. Also make sure you have the correct setting in your nvidia control panel for your refresh rate as well as seen in the attached photo.

Displayport, stay away from adapters,... should solve your issue
 
 
ASUS spec sheet also says., 
*To activate 144Hz function (in 2D mode), both DisplayPort (or Dual-link DVI) and a selected graphics card

Yeah  you might also have to check your monitor settings as well to see if there is a manual setting for the refresh in it as well or if its just automatic, if not i would for sure be trying a display port cable. My monitor doesn't have any manual override setting. It worked flawlessly with my previous gpu which had a dvi-d port.

DVI-D and DisplayPort support 144Hz refresh. HDMI on the video card and your monitor does not.
 
Since the video card does not have a DVI connector on it, you will need to use a DisplayPort cable to get 144Hz refresh rate.
 
As others have said previously, avoid adapters.

Make sure you Buy a Certified DP cable ... does Not have to be an Expensive one
