The ASRock board has built-in threaded cooling standoffs that are larger than the EVGA screws.  Furthermore, there is no hole through the board to allow placement of the plastic backplate that comes with the cooler after which I could thread the smaller standoffs through the built in threaded "studs." 
 
Has anyone installed an EVGA 280 mm CLC on an ASRock x299 or any other ASRock board?
 
What are the tricks to get this done?  Specifically, what screws did you use to fasten the cooler to the CPU?

X299 doesn't need the backplate.  There are sets of screws for attaching the pump to the CPU with the existing four pins on the motherboard.  See the manual that came with the CLC....there is a set of screws used for LGA 2011-v3 and 2066.  Shorter, fatter end goes to the motherboard anchors...and the taller threads up.  The bracket already attached to the pump is the Intel bracket.  Just make sure to line the holes up.  Then you attach the pump to the CPU and use the big screws to tighten it down.  Not too tight...just to where the screws don't take a lot of pressure to keep turning...

You're awesome!  Thanks.  I looked at the manual and watched that video but neither the manual nor the video state that the 2011-v3 and 2066 sockets use the same screw mechanism and I was too stupid to try the M4 threads.  Obviously it worked right away and I feel dumb . . . but also appreciative of your help!  It would probably help me if I embarked on a build more than once every 3-4 years.  You lose your knowledge quickly.

Glad it worked out.  Great cooler!  Enjoy the new rig!  Don't forget to connect the USB mini to the pump and then connect the other end to the USB 2.0 connector at the bottom of your board.  This will help you monitor the pump through EVGA Flow Control software...

Well I just started things up and only one of the two fans is spinning.  I double checked the connections and everything looks good.  Is this normal at idle?

Never mind.  

A. Not normal.
B. Fixed.  The connections all looked fine but when I detached the "Y" and reassembled it with each short limb of the Y attached to a different fan, it worked fine.
 
Not sure why but they're spinning so I'm happy.
