LockedTemperature Hysteresis on 3060 ti XC Gaming (Does not work properly)

When I set it to 5c or 10c, the fans will turn on/off until the temp that I set, but the fans do not stay on like they should, they will keep turning on and off instead of a constantly staying on.
 
I also tried this in MSI Afterburner with the same results, the fans will turn on/off constantly until the temp is met instead of staying on.
 
I am thinking it must be the firmware on the card, I had emailed EVGA about it and waiting for a reply.
 
I also had saved the settings/applied/restart did everything people told me to do.
