Strange Color Flicker with Games

There is a longer story behind this BUT here is where we are at currently. Newly RMA'd EVGA GeForce RTX 2070 XC Black. Installed it and tried to play Gears 5 and I got weird color flickering on screen. The lights are different colored and flashing/pulsing across the screen. Attached is one example. 


I had the same problem in Darksiders Genesis.
 
Troubleshooting I've done.
1. Uninstalled the drivers, rebooted, downloaded the latest drivers and installed. Same issue.
2. Tried a different Display Port cable. Same issue.
3. Changed from Display Port to HDMI. Same issue.
 
Any other suggestions on how to resolve this or is this a hardware issue?

    I experienced some bizarre artifact-like sparkle effects with different colors in A Plague Tale: Innocence that was somehow cured by turning VSYNC on.  No idea why this fixed it, and it's the only game I've experienced this with.  Your screenshot reminds me of the errant visuals I was experiencing.
