Serious concern about 1070 SC

Greetings all, I want to share with you my experience with 1070 SC. 
First of all, excuse me for the bad english in this thread.
 
I buyed the 1070 more than a month ago and the general performance during game experience are not what I expected.
My actual configuration is: 

Case: Cooler Master 690 II Advanced - PURE Black Edition;
CPU: Intel core i5-4570 3,2GHz Sockel LGA1150, 6MB Cache;
MOTHER: Gigabyte GA-H87-HD3; 
RAM: G.Skill 16GB DDR3-1600 CL10 RipjawsX (2x8GB) CL9 1.5v; 
HDD: WESTERN DIGITAL CAVIAR SE16 640GB SATA2 16MB WD6400AAKS;  
VGA EVGA8GB D5GTX 1070 SC Gaming ACX 3.0;
Ali: AEROCOOL Alimentatore 1100 Watt Serie Striker-X Modulare ATX 2.3V Certification 80 PLUS Gold; 
Monitor: ASUS VG248QE Monitor 24" LED 3D;
 Audio: Sound CREATIVE SB X-Fi XTREME Audio PCI Express blk; 
Mouse: Cooler Master Storm Sentinel 3;
Headphones: Razer StarCraft II Banshee Headset.
 
The Heaven and 3D score, which I posted on this forum, are supposed to be ok:


 
But with some recent games the performance are worse than other utents with 1060 and even 980!
First example: The Witcher 3, 1080p, all maxed and Hairworks OFF - drops to 50 frame (with my old 970 MSI I had 72 fps in major situation);
Second: Deus Ex: MD, 1080, high, some details maxed, TAA - in exterior drops to 35-45 frame (interior 70-80 fps)
Third: Battlefield 1 Beta, 1080, all maxed, 45-60 fps during every situation (a friend with 1060 Gygabyte run it at 90 stable frames)
Fourth: Total War: Warhammer, details Maxed, Shadow High, AAx4, Illimitate Video Memory, the first days I was running around 60 frames, last days I dropped to medium of 52 fps
Final: Starcraft 2, maxed details, 52-56 fps (with my old 970 I had 60 fps)
 
I try the 1070 in different types of OC but fps drops still remains.
I clean the driver with DDU and reinstall the new one.
I try to play some of this game at minimum details and the performance were the same. 
I verify HD and CPU and nothing seems to be broken and I also put the 1070 in another PCI slot.
Last night with MSI afterburner I noticed in several situation this:
 


 
So I take a look about CPU usage and during game is 75-95% of usage. And before buying new vga I informed if  my CPU can be a bottle neck, but in many forums I read that it wasn't. 
 
Now I'm sincerely desperate. I don't know it It's my fault or not, but I'm reading people with other equivalent or older cards run better than me.
I can't request RMA because the italian shop where I took the 1070 doesn't allow me after 14 days. 
 
That's all. I apologize for my bad language and I hope that my explain is almost clear.
What can I do?

    Do you install and optimize your games with GeForce Experience?

    I don't use always G Experience, but in most of situation I apply less level of details. Automatism are not the best way.
     
    I haven't done the clean boot of Windows, because I've done it 1 year ago.

    Something doesn't seem right. I'm getting almost 40k score running the 1070 SC in SLI.
     
    My score is lower with the past 2 updates from nvidia, so I'm still running the previous beta driver. I would re-run DDU and re-install the drivers. Also check your bios and verify you don't have the PCIe slot setup for a lower speed.

    That is your problem. You need need to figure out why your CPU usage is so high. Also, what is the CPU frequency and CPU temperature when you are reading that usage?

    Windows 10 Anniversary Update.

    Have you turned off the XBox DVR?
     
    Are you set to PCI gen 3?

    Did you turn off XBox DVR?  Known to load the CPU and lower framerates.
     
    You can check your PCI settting in the BIOS.  You can also load GPU-Z and see the setting under bus interface.
     
    I'm not sure if you said you did, you can also load optimal settings in the BIOS as well as reset the CMOS battery.

    I update bios and driver for my Mother, later I'll test if something changed.

    Don't change the CPU yet. First find out what is using the CPU. Did you disable Xbox DVR like recommended above? What is your CPU frequency and CPU temperature when having performance problems? What are the primary applications or processes using your CPU in task manager when CPU usage is high? Buying a new CPU because something is using up your current CPU resources, doesn't make much sense. Don't throw the baby out with the bath water.

    Your first question: I did it.
    Second: I didn't notice che CPU frequency, CPU temperature it's around 60-65°
    For the last question I have to look better... But in many forums I noticed other utents with the same CPU having the same problems I have.

    That is your problem. You need need to figure out why your CPU usage is so high.
