Rtx 3070 boost clock issue?

Wondering if this is normal boost clocks for gpu? the up and down is during youtube playback on firefox. It was steady in middle when I forced gpu boost to max. All help would be great. Just dont want to hurt any hardware watching The Doc!

                           Ok well it seems going to full screen normalizes boost back to 200's or so max. In windowed small player it goes wild like the picture.
     
    Hardware for above: Asus tuf x570, ryzen 3600, Evga rtx 3070 black, corsair 750 watt psu.

    It's normal for the boost to jump around on web pages that are hardware accelerated. If you don't want it to jump around on web pages that are hardware accelerated simply disable hardware acceleration inside your web browser.

    Ok well i went to firefox options and disabled. Thank you for the advice, I will test this out.
